ACE Act (Title I-A Formula Weighting Reform)

Current understanding

The ACE Act is an introduced bill that would change how child counts are weighted in two Title I-A ESEA grant formulas starting FY2026: Targeted Grants would use only the percentage-weighting method, and Education Finance Incentive Grants (EFIG) would use only the number-weighting method, replacing the current ‘higher of the two’ approach. The change would reallocate Title I-A funds across districts based on which weighting method each grant type uses, potentially shifting money between high-poverty-concentration districts and high-poverty-count districts. Status: introduced; no committee action reported.
