Strengthening Agency Management and Oversight of Software Assets Act

Current understanding

Legislation requiring federal agencies (and, in parallel provisions, Intelligence Community elements) to conduct comprehensive assessments of their software inventories and produce management plans aimed at consolidating entitlements, reducing licensing costs, improving interoperability, and modernizing oversight. OMB is directed to issue recommendations on government-wide software procurement reform, and GAO has reporting duties on implementation. Status: introduced.
