ROTOR Act (ADS-B Equipage & Military Airspace Coordination)
Current understanding
The ROTOR Act would expand ADS-B In equipage to most aircraft, tighten and audit sensitive-government-mission exceptions to ADS-B Out tracking, and repeal a 2018 carve-out that exempted certain military aircraft from ADS-B Out requirements. It also expands FAA–military airspace safety coordination and adds GAO/OIG audit and reporting obligations. Status: introduced; fiscal implications include equipage costs for operators and additional oversight workload at FAA, GAO, and DoD/DOT OIGs.
