No Immigration Benefits for Hamas Terrorists Act of 2025
Current understanding
Legislation that would statutorily bar members of Hamas, Palestinian Islamic Jihad, and all members of the Palestine Liberation Organization, as well as anyone who participated in or facilitated the October 7, 2023 attacks on Israel, from admission to the United States and from asylum, withholding of removal, and related immigration relief. The bill extends existing terrorism- and PLO-related inadmissibility grounds in the INA and imposes an annual DHS reporting requirement on affected cases. Status: introduced.
