National Guard Bureau State Reimbursement Accounting
Current understanding
Under current practice, states reimburse the National Guard Bureau for federal assets used during state active duty, but rules on how those funds are credited and spent are not tightly constrained. The Guarding Readiness Resources Act (introduced) would require such reimbursements to be credited back to the originating appropriation and restricted to repair, maintenance, or replacement of assets used during state active duty, narrowing discretion over reuse of the funds.
