ETS Act (Servicemember Transition Assistance)
Current understanding
The ETS Act would expand pre-separation Transition Assistance Program (TAP) counseling requirements, extend transitional health care coverage for separating servicemembers from 180 to 270 days, and strengthen coordination between the VA and the Department of Labor on outreach and employment services for members transitioning to civilian life. The bill is incremental — building on existing TAP, TRICARE Transitional Assistance Management Program (TAMP), and DVOP/LVER structures rather than creating new programs.
