ATF Dual-Use Firearm Component Imports (Frames, Receivers & Barrels)
Current understanding
ATF has proposed allowing Federal Firearms Licensees to import frames, receivers, or barrels that are ‘dual-use’ — meaning a sporting configuration exists for the component at the time of import — even though the same component could also be assembled into non-sporting or NFA firearms once inside the United States. The rule would clarify that the sporting-purposes test under the Gun Control Act’s import provisions applies to the component’s configuration at import, not to every possible downstream assembly. Status: proposed rule; practical effect would expand the pool of importable components available to U.S. manufacturers and licensees for building sporting, non-sporting, or NFA firearms.
