Current understanding

SNAP beneficiaries have historically been limited in their ability to use benefits for online grocery purchases, with access expanding gradually through USDA’s SNAP Online Purchasing Pilot (launched 2019) and subsequent retailer authorizations. The SNAP Online Access Act of 2026 proposes to further expand online purchasing access for SNAP beneficiaries and was referred to the House Subcommittee on Nutrition and Foreign Agriculture.
