Federal Poverty Guidelines Methodology
Current understanding
Federal poverty guidelines, issued annually by HHS, currently derive from the Census Bureau’s poverty threshold (originally based on a 1960s food-cost multiplier) adjusted for inflation via CPI, and are used to determine eligibility for numerous federal programs including SNAP, Medicaid, WIC, LIHEAP, and school meals. The Poverty Line Act of 2025 (introduced) proposes replacing this national CPI-adjusted approach with regional guidelines calculated from household expenditures, housing costs, and health insurance costs. If enacted, effects would include potentially expanded eligibility in high-cost regions and contracted eligibility in lower-cost regions for federal nutrition and assistance programs, with corresponding shifts in program caseloads, federal spending, and administrative complexity for USDA and state agencies.
