E15 Reid Vapor Pressure Waiver & Ethanol Blend Sales
Current understanding
Federal policy governs whether E15 (15% ethanol gasoline) can be sold year-round under Clean Air Act volatility (Reid Vapor Pressure, RVP) rules; currently the 1-psi RVP waiver applies to E10 but E15 summer sales have been enabled only through emergency waivers or state-specific arrangements. Legislation such as the Nationwide Consumer and Fuel Retailer Choice Act of 2025 would statutorily extend the RVP waiver to E15, preempt state exclusions, and adjust small refinery Renewable Fuel Standard compliance credits. Effects would flow to corn growers (expanded ethanol demand), fuel retailers (uniform national rules), and consumers (potential price and blend-availability changes).
