AGARDA (Agriculture Advanced Research and Development Authority)
Current understanding
AGARDA is a USDA advanced research program modeled loosely on DARPA, funding high-risk agricultural R&D in areas the private sector will not pursue. The ACE Agriculture Act would reauthorize AGARDA through FY2032 and expand its mandate to include water conservation and greenhouse gas resilience alongside its existing advanced research mission. Status: legislative proposal introduced; effects on farmers would come through downstream availability of new tools and practices, with no direct near-term impact on consumer food prices.
Evidence log
- 2025-04-10 — AG2PI Act of 2025: 2025 — AG2PI Act of 2025 is a parallel USDA research reauthorization effort, extending the Agricultural Genome to Phenome Initiative competitive grants through FY2030, distinct from AGARDA’s advanced R&D authority but part of the same broader cycle of USDA research program reauthorizations. - 2025-04-04 — Future FARMER Act: 2026 — Future FARMER Act (HR1952) is a parallel but narrower NIFA reauthorization effort focused on food and agriculture science education grants and fellowships (Higher Education Challenge Grants, Agriculture in the Classroom, National Awards) through FY2029, distinct from AGARDA’s advanced R&D authority. (novelty: 2)
- 2026-06-15 — A bill to support nutrition, farmers, the seafood industry, agricultural research, wood energy and innovation, and indigenous self-determination, and for other purposes.: 2026 — S4779 omnibus includes agricultural research as one of its named pillars; referred to Senate Agriculture, Nutrition, and Forestry Committee, but text-level implications for AGARDA authority or funding are not yet visible at the introduced stage. (novelty: 2)
- 2026-03-20 — Land Grant Research Prioritization Act of 2026: 2026 — Land Grant Research Prioritization Act (HR7734) (citation removed): parallel legislative effort to steer USDA research funding, targeting NIFA high-priority grant areas (mechanization, AI for specialty crops, invasive species, aquaculture) at land-grant institutions rather than AGARDA’s advanced R&D pipeline. (novelty: 2) (novelty: 2)
- 2026-03-20 — ACE Agriculture Act: cross-connection with regenerative-agriculture-policy: AGARDA’s expanded mandate on water conservation and greenhouse gas resilience overlaps with regenerative agriculture’s soil health and farm resilience goals, providing a research pipeline for practices promoted under regenerative policy.
